At Saint Petersburg state university of architecture and civil engineering there was held a seminar “New developments in systems of road accidents prevention”

According to the Implementation plan of state programme of Saint Petersburg “Support of legitimacy, public order and security in Saint Petersburg” in 2015-2020 on June 04, 2015 in Saint Petersburg state university of architecture and civil engineering there was held a seminar “New developments in systems of road accidents prevention”.

The seminar was organized by: Government of Saint Petersburg, Committee for legitimacy, public order and security, Institute of traffic safety, Centre of advanced training and Faculty of automobile and road-building of Saint Petersburg state university of architecture and civil engineering.

Principal aim of the seminar was to make participants familiar with a modern concept of traffic safety support and new ways of reduction of road accidents and their damage and to increase qualification of specialists in organization of their work.

The seminar started with the report made by D.Sc. in engineering, professor P.A. Kravchenko “Quality of systems and technologies of road accidents prevention caused by vehicles, drivers and traffic situation”. Professor P.A. Kravchenko paid attention to the fact that Sweden concept of “zero mortality” and GOST “Systems of traffic safety management” which came into effect on June 01, 2015 implicitly coincide with the Federal law of traffic safety which was passed in 1995. Therefore terminology should not be underestimated. Knowledge and correct understanding of terms will be useful in setting cooperation among those whose actions have a great impact on traffic safety.

Next report was made by A.E. Kuznetsov, vice-director of State Traffic Safety Inspectorate of Chief Directorate of the Ministry of internal affairs of Russia in Saint Petersburg and Leningrad region. “Regardless of positive dynamics we face slow and unsteady changes”, - said A.E. Kuznetsov quoting statistic data of accident risk in Saint Petersburg. In 2014 traffic accidents claimed life of 412 road users, the figure is smaller at 7% as compared with the similar period of the previous year. According to the results of the five previous months this index has decreased at 9%. Since January till May, 2015 131 road user died as a result of road accidents.

Guest from Arkhangelsk, director of “Traffic consulting” LLC E.A. Svatkova shared some practical conclusions and rules formulated as a result of cooperation with Scandinavian partners. Countries of this region are considered leaders in support of traffic safety. Fundamental distinction of their approach consists in view of factors of road accidents. In their opinion road accident is caused by a mistake of a person, but not his negligence. We have to help people prevent mistakes, study and programme them. “Main focus should be made on a human being”, - said E.A. Svatkova.

The same idea pervaded the report made by director of the Centre of advanced training of the Faculty of automobile and road building of Saint Petersburg state university of architecture and civil engineering, PhD in engineering, associate professor E.M. Oleshchenko, who told about the latest world experience in traffic safety support. Ms. Oleshchenko concluded that all organizations which are somehow connected with traffic should overview their policy.

In November, 2015 SPSUACE plans to hold next seminar. In this regard there was hold an opinion poll among participants of the aspects they are interested in. All participants were given disks with seminar materials.
